SECTION 10. Management of NSTP components. – School boards exercise academic and administrative control over the design, formulation, adoption and implementation of the various components of the NSTP in their respective schools, provided that if a CHED or TESDA accredited non-governmental organization (NGO) has been engaged to formulate and manage a training module for one of the components of the NSTP, this academic and administrative supervision is exercised jointly with the accredited NGO. SECTION 6. Duration and equivalent course unit. – Each of the components of the above NSTP program is completed for an academic period of two (2) semesters. Instead of the two-semester program for one of the NSTP components, one (1) summer program may be designed, formulated and adopted by DND, CEED and TESDA. Presidential Decree No. 1706, also known as the “National Service Law,” was promulgated on August 8, 1980. It made national service compulsory for all Filipino citizens and established three categories of national service: civilian service, law enforcement and military service.

SECTION 5. – Male and female students in a bachelor`s degree program or at least two (2) years of technical and vocational courses in public and private educational institutions must complete one (1) of the NSTP components required for graduation. SECTION 7 Delivery of NSTPs in Higher and Technical Educational Institutions. – All higher and technical and vocational institutions, public and private, must offer at least one component of the program, provided that state universities and colleges can offer the ROTC components and at least one component other than the ROTC educational institution if they have at least three hundred and fifty (350) student-students. “Reserve Officer Training Corps” (ROTC) – is a program carried out under sections 38 and 39 of RA No. 7077 and aims to provide military training to higher education students to motivate, train, organize and mobilize for the preparation of national defense.
ARTICLE 17. – This Act shall come into force fifteen (15) days after its publication in two (2) nationally circulated newspapers, but the implementation of this Act shall commence during the 2002-2003 school year. SECTION 8 Fees and Incentives. Higher education institutions and technical and vocational institutions do not charge any fees for any of the components of the NSTP, with the exception of undergraduate tuition, which can be more than fifty (50%) percent of what is currently charged by schools per unit. Provided, in addition, that this training module is accredited by CHED and TESDA. “Literacy Service” – is a program designed to train students to become teachers of literacy and numeracy skills for schoolchildren, out-of-school youth and other segments of society who need their services. According to the Higher Education Commission, the CWTS component produced 10,614,000 graduates over a ten-year period from 2002 to 2012, the highest among the three components of the NSTP. This is followed by the ROTC component with 1,435,000 AFP reservists and the LTS component with 538,700 graduates. [5] SECTION 4. Establishment of the National Service Program. – There is established a National Service Training Program (NSTP), which is part of the curricula of all bachelor`s degree courses and at least two years of technical and vocational courses, and is a prerequisite for graduation, including the following service elements: The Reserve Officer Training Corps (ROTC), which becomes optional and voluntary upon the enactment of this Act; the Literacy Service; and the Civic Welfare Training Service In 2005, after graduation, AFP recruiters visited our high school in search of volunteers.

In the case of the ROTC, DND develops and adopts a health and accident assistance program for students enrolled in one of the NSTP components. Republic Act 7077, also known as the Citizen Armed Forces of the Philippines Reservists Act, was passed by the 8th Congress of the Philippines on June 27, 1991.
