SECTION 10. Management of NSTP components. – School boards exercise academic and administrative control over the design, formulation, adoption and implementation of the various components of the NSTP in their respective schools, provided that if a CHED or TESDA accredited non-governmental organization (NGO) has been engaged to formulate and manage a training module for one of the components of the NSTP, this academic and administrative supervision is exercised jointly with the accredited NGO. SECTION 6. Duration and equivalent course unit. – Each of the components of the above NSTP program is completed for an academic period of two (2) semesters. Instead of the two-semester program for one of the NSTP components, one (1) summer program may be designed, formulated and adopted by DND, CEED and TESDA. Presidential Decree No. 1706, also known as the “National Service Law,” was promulgated on August 8, 1980. SECTION 7 Delivery of NSTPs in Higher and Technical Educational Institutions. – All higher and technical and vocational institutions, public and private, must offer at least one component of the program, provided that state universities and colleges can offer the ROTC components and at least one component other than the ROTC educational institution if they have at least three hundred and fifty (350) student-students. “Reserve Officer Training Corps” (ROTC) – is a program carried out under sections 38 and 39 of RA No. 7077 and aims to provide military training to higher education students to motivate, train, organize and mobilize for the preparation of national defense.

ARTICLE 17. – This Act shall come into force fifteen (15) days after its publication in two (2) nationally circulated newspapers, but the implementation of this Act shall commence during the 2002-2003 school year.
